Allow DNS updates via updating Tags (e.g. add cname alias tag)

Currently the only way to update DNS entries is to issue the instance shut and start. Although it does work but it will require an outage.

Develop a solution to handle EC2 Tag updates and update the DNS entries instead of having to issue shut/start instance.
