req: Delete CMK for Data Sanitization

Seems we need a bit of control around this. In order to destroy content, both a bucket and key need to be removed. If we implement the key creation as part of the module, destroying the module will destroy the key as well.

We may be able to enforce some sort of verification and/or validation within TF in git on this.
