Changes:

Added Account Decommissioning Agreement Template for engineers.
Updated README.md file to include a getting started section for steps required in order to decommission the account.

Minor revisions:

Moved changelog to README.md to the end.
Included both commercial and govcloud ids and aliases to the table in the Account Decommissioning Agreement Template.
Renamed Account Decommissioning Agreement Template file to aws-account-decomission.docx.
